7 squad cars 4 helicopters, and a black government vehicle cause a ruckus in Malibu

Feb 20 9pm .5 miles north of trancas... a white 6 series 4 door bmw surrounded by all above?  Whats happening in our small town of Malibu?  I can understand a drunk driver having several squad cars but all this And a black government vehicle?
