Did someone make a mistake?

Did someone make a mistake when they designed the new Malibu Lagoon?

I just stopped at Surfrider Beach to check the surf and noticed that the lagoon extends east past the Adamson House and the lifeguard tower is up against the Adamson House’s fence. There seems to be several fewer acres of usable public beach and much more lagoon than I have ever seen. Did someone make a mistake and miscaluculate where water would go when they designed the New Lagoon?
