Question on potential relocation to Malibu

Hi,

We are considering moving to Malibu from out of state and had some questions that I would like to hear from the community on...

1) How is commute to Santa Monica, is the PCH an issue all the way down or only starting from Sunset Blvd? (assuming I leave home at 8am and leave work at around 6pm).   How about once in Santa Monica, would going east on Wilshire be an issue or would I be going against traffic?

2) We have well water where I am form so I do not have experience with public water costs?  How much should I plan per month/year for water fees for a family of 5.  (no pool and small property).

3) How does property tax work in CA, how much should I plan for annual cost here, back home this is a significant expense.

4)  I see inventory is tight in the area so if anyone is interested in selling or knows someone, please let me know (looking around $1.5M).
