The collision in the 21000 block of PCH, just west of Las Flores Canyon Road, was reported at 11:21 a.m., said sheriff's Lt. James Royal.

"A driver who was headed westbound on PCH crashed into a parked car along the highway," Royal said. "The force of the collision flipped over the driver's car and blocked the westbound lanes."

Both westbound lanes and one eastbound lane were initially blocked. But the car has since been righted, and one westbound lane was reopened, Royal said.

"But the crash has slowed traffic to a crawl through that area," he said.

All lanes on PCH were finally reopened around 12:35 p.m, according to the sheriff's department.

The driver, alone in the car, complained of pain but refused transport to a hospital, Royal said. No other injuries were reported.
