Transient Arrested on Suspicion of Unpaid $94 Bill at Mr. Chow

The woman has been arrested at several Malibu businesses for dining and not paying for the meals.

A 41-year-old transient was behind bars Thursday on $60,000 bail on suspicion of not paying a $94 bill at the new Mr. Chow in Malibu.

Iuliana Pop was arrested about 10 p.m. Jan. 20 at the restaurant, which opened New Years Eve, on Cross Creek Road in the Malibu Country Mart, according to the Lost Hills/Malibu Sheriff's Station.

Investigators allege that Pop entered Mr. Chow and ordered food, but claimed she did not have any money and her credit cards would not work when the $94.29 bill came. She had eaten at the restaurant the day before and had paid with cash.

Pop told a deputy that she knew she did not have any means to pay for her food, telling him, "I ate good and now I’m going to jail to sleep good."

She was arrested and taken to the Lost Hills/Malibu Sheriff's Station, where she was booked on misdemeanor burglary charges.

According to investigators, the woman has been arrested at several Malibu businesses for dining and not paying for the meals. She is on probation for burglary stemming from those arrests.

Somehow, your stating a case that Ms.Richardson who had mental problems and melted down in Geoffreys and was subsequently arrested and then released (it would be been deemed racist if she wasn't and of course it was deemed racist when she was), and sadly wandered into the abyss to her death, and another patron who ate and refused to pay? Somehow, your posting seems to suggest wrongdoing by the Sheriffs office? Maybe you should call Ms. Richardsons' parents or Ms. Pops phychiatrist next time your in TROUBLE. A small local restaurant owner does not make the kind of money that pays for private jets to travel the world or million dollar mansions, but that's not the point and it's wrong that we have to pay for her over priced stay at her county cell,but she had no plans to pay for her meal , she has done it before and will do it again,people like that don't want to change ,why would Mr. Chow want somebody like that near his restaurant after what she did? Believe me ,some people enjoy their useless life the way it is.

I agree it's a little drastic to throw her in jail with a $60,000 bail. I do not condone her actions but I agree with you Mark that maybe it would be a good idea for her to work it off and see that working in a restaurant is hard work. If she has been doing this to other businesses doing the hard time working may put a stop to her actions, or she may prove to be a good worker and realize that if you don't work, you don't eat. However, who knows what the circumstances are - entitled? or just unemployed and in dire straits. Sometimes the sweat of the brow can turn someone around. Whatever the reason, with this government regime spending all our money and demanding more, I think this is happening all over the country - don't think that it could never happen to you - even if you live in Malibu.

Look her up in the Sheriff's Inmate Search and you'll see that she has a few other past indiscretions, appears to have been released from custody in Nov on probation Two current charges against her add up to the $60K price tag for freedom. The story suggests that this individual has limited mental capacities to be choosing to repeatedly violate laws that land her in a revolving doors of jail rather than receiving the help that she should be getting. Sadly, Ms. Pop is empowered with her legal civil rights so that no one can force her to get help or adhere to a plan to improve her situation so jail it is for her. Can a restaurant refuse to serve her based on past, proven and publicly posted illegal actions? What a mess for all involved.

I guess what it really comes down to is that if anyone is at fault, everyone takes part. There are no winners in this game. She won for a few moments while her starving belly was full. But now look at where she is at- he'll on earth. No matter how happy she acted about going- that's not the truth. What about the restaurant owner? He felt he had lost for a moment, when upon going to collect for his services- he was met with a person who for whatever reason, feels she has been a looser her entire life. I would say that his decision was based not only upon loss, but the woman's apparent lack of humility relating to her position. The restaurant owner did what most would have done in that situation and acted upon the visible, immediate circumstances he was met with. He took himself from victim, to Victor. Sure, he could have made a choice that may have made a positive impact on this homeless woman's life. But hindsight is 20/20. Wise is the man who when faced with adversity- stops, and sees things for what they really are. It's truly a fallen world we live in. If we would only look to the one truth that was given to us by a living Creator, who sent his only Son to die for us- it would be such a wonderful world. But who am I kidding? The Word of God is just stupid archaic nonsense that has no place in a world where you can be your own god and go from victim to Victor- right?

I wouldn't call Mr. Chow a small local restaurant owner as he has "Mr. Chow's" in London, New York, Miami, Beverly Hills and now Malibu. His Net Worth is reported to be around $20 million. That said, the perpetrator, Luliana Pop, has a history in Malibu from Trancas to Cross Creek of doing just what she did. Her antics are well known by many of the business owners. She is a con and a thief.

Apparently...Arnold's meds have kicked in. The real bottom line here, is that there is an element wirhin any population of 330,000,000...which for reasons real or imagined, will not be able to support itself. We can lock them up for antisocial and unacceptable behavior...kill them for being poor or disabled...or maybe, just maybe...assist S.O.S. In providing morw than ONE meal per week. The Arnold's of the world are always willing to proclaim that a certain percentage of the population is expendable...until the first morning that they wake up in the expendable group. Compassion and charity are not "socialist" or "communist" ideals...unless, Jesus, Buddah and Mother Theresa were all members of the Politburo.

I am shocked to see some of the comments. As a MALIBu Business Owner... We struggle, we struggle to pay the bills, we struggle to pay the high rents, we work a lot of hours, and we LOVE our Malibu Customers, how rude can a person be to slander the women of Malibu. Who are you to decide who is a liberal or anything about Malibu-ites and our community. We have no idea what the circumstances where at Mr. Chow's restaurant, knowing the community and how absolutely generous Malibu people are, how dare you decide to make such comments about people you do not know. I will pray for you, that someday your heart will see we are ALL the same, we are all humans, regardless of financial status, liberal or conservative. You deserve to be heard, however the people you decided to take your personal rage out on with your negative words are NOT WELCOME. I hope you reflect and see how extremely foolish you are to make such statements. In addition those WIVES of the LAWYERS happen to be our friends and the FIRST person who would help protect and feed you. To all of our Malibu Friends - You are all amazing perfect individuals - let's not forget these businesses in Malibu also have people working - struggling and not stealing. WoW Arnold ,until you learn the true meaning of being a LIBERAL ,I would say the real cancer in society is BIGOTRY,as for the transient who had no plans on paying for the meal she ordered ,all I can say is people like that have no plans on becoming productive members of society(she is a repeat offender) ,and it isn't Mr. Chow's obligation to employ a person with questionable morals while trying to run a business ,somebody want to give that lazy bum a second chance? Bail her out and provide her with work at your house.

The capacity of many homeless people to work is limited because of mental illness. However, based on past incidences and her statement, she clearly knew what she was doing, chances are that many not be the issue. She got exactly what she was striving for, food and shelter, only she is not working for it, she is getting it at the expense of taxpayer money in an already overcrowded system. Michael Chow is a new business owner in this community and should not be penalized for enforcing his right to prosecute. He should also be treated with respect as he is most probably employing a few people in this community who need the work to pay for food and shelter, not expect the system to do it for them ( that includes those who chose welfare over work ). He is setting an example in this community by not tolerating being taken advantage of. Good for him. Hopefully this woman will eventually get help. For now, she got exactly what SHE wanted. Shelter and food for the near future at the very least.

Arnold - the Malibu/Lost Hills Sheriff's department arrested Mitrice Richardson knowing that she was of limited mental capacity instead of taking her for a psychiatric evaluation. After having her place her belongings in her car and then having her car towed (rendering her helpless to care for herself), they released her from the sheriff station at 12:28am. Upon her release a sheriff deputy left two minutes after her. She was last seen in the backyard in a community and then later found in a ravine that is so remote that in order to access her naked remains the search and rescue team had to be airlifted in - I was hiked into the site where her remains were found with the assistance of the Malibu SAR team and am fully aware that she could not have accessed that area alone - at least not going through a creek bed unfamiliar to her - see images https://sites.google.com/site/findmitrice/ If Corie was only suggesting that LASD was responsible, I will state it clearly that in my opinion they are absolutely responsible. The disregard for women starts at the top which may be the reason that Stephen is under investigation currently.
