The Planning Commission is a five-member body that makes decisions on various development proposals. Its decisionsMore are final unless they are appealed to the City Council and/or California Coastal Commission. The commission also makes recommendations to the council on changes to the city's land use laws. The commission meets at 6:30 p.m. on the first and third Tuesdays of every month at City Hall's Council Chambers.</p> <p>Each City Council member appoints one person to the Planning Commission.</p>

The Administrative Services Department assists other city departments with various matters, including finance and humanMore resources. The department head, Reva Feldman, presents the proposed budget to the City Council and updates the council regularly on the city's fiscal health. Feldman is also the assistant city manager.

The Malibu City Council includes five members who are elected to four-year terms. Elections take place everyMore even-numbered year in April with either two or three seats at stake.</p> <p>The council is charged with approving an annual city budget, enacting ordinances and making land use and other policy decisions. It also appoints the city manager, city attorney and city treasurer.</p> <p>Every April, the council elects a mayor and mayor pro tem among themselves. The mayor runs council meetings and represents the city at events. When the mayor is unavailable, the mayor pro tem assumes these duties.</p> <p>Council meetings take place the second and fourth Tuesdays of every month at 6:30pm. Every three months, the council has a Quarterly Review meetings on a Wednesday. Additional meetings take place on occasion for special circumstances. All meetings take place at City Hall's Council Chambers.</p> <p>Council agendas appear on the city's web site usually on the Friday prior to the non-meeting week. Meetings are broadcast live on the city's web site and on Channel 3.
